ABCDE 2007 took place in Bled, Slovenia, and was coorganized by the World Bank and the Ministry of Finance of Slovenia. In a presentation at the World Bank headquarters in Washington, D.C., on July 20, 2005, Dale Rutstein, Communications Officer for UNICEF Philippines, outlined his organizations approach to adolescent development and participation, which focuses on providing a voice for youth in decision making and building stronger bonds to family, institutions, and schools — a critical component of social and emotional development. The event was moderated by Mojgan Sami of the Banks Social Development Department. This nonprofit organization was created to stimulate social development projects directed at vulnerable youths.  Currently, Viva Rio, in association with numerous local entities, manages more than 500 projects in some 350 poor communities in the Rio de Janeiro area.
