| The Annual Bank Conference on Development Economics (ABCDE) serves as a leading gathering for knowledge regarding the workings of development and takes place twice per year. For the theme of “Beyond Transition,” ABCDE met in St. Petersburg, Russia, on January 18–19, 2006. This final session of the conference focused on “Judiciary Foundations of a Market System” and was chaired by Jean-Christophe Bas, Development Policy Dialogue Manager for the World Bank.
Matthew Stephenson, Assistant Professor of Law at Harvard University, presented his paper titled “Judiciary Reform and Development: Opportunities and Constraints,” which examined the role and reform of state-sponsored judicial systems in developing countries. Cheryl Gray, Director of Poverty Reduction for the World Bank Europe and Central Asia Region, spoke on “Transforming Judicial Systems in Europe and Central Asia.” Gray’s paper discussed the problems and particulars of former Communist countries as they moved through periods of judicial change. The panel’s response to these papers was presented by Ugo Panizza, a Senior Economist for the Inter-American Development Bank, and Stefan Voight, Chair for Economic Policy at the University of Kassel. A short question and answer period followed the presentations.
