 DESCRIPTION 
Climate change and disease outbreaks may reveal weaknesses in the governance system, but they also draw attention to the need for greater scientific awareness in policymaking. In this presentation sponsored by the World Bank’s Africa Region, Human Development Network, and the British Embassy, David King, Chief Scientific Adviser for the United Kingdom, spoke on the potential of science for better governance in the developed and developing world—as well as the need for knowledge that will avert disaster. Obiageli Ezekwesili, Vice President for the Africa Region at the World Bank, opened the conference with an introduction that addressed the contribution of developing countries to technology and knowledge development.

David King presented on the relationship between policies and science. He commented on the need for an early warning system against tsunamis and other natural disasters, including the lives and money that one would have saved in the case of Indonesia, as well as his experiences with livestock diseases and government policy. King also discussed governance and sustainability with regards to African development, and was highly optimistic about the future of technologies like solar energy. He also spoke about the importance of education and industry to sustainable development.

Audience members asked King about the role of universities in the developing world, political economy of knowledge, and the importance of science education in political science.
