 DESCRIPTION 
Washington D.C.—On February 17, 2009, the World Bank presented Water Week 2009, an annual event featuring three days of panel discussions and lectures from various sectors. The discussions covered a variety of issues, from the impact of the financial crisis on water development to the affects of the food price crisis in low income countries. The event was a collaborative effort between the Water Anchor and the Water Sector Board. This year’s Water Week events enabled participants to exchange experiences and knowledge in helping the World Bank achieve solutions to clients most affected by the water crisis.

The second half of the River Basin Management Seminar took place on Thursday, February 19. World Bank Lead Water Resource Specialist of the South Asia Region Ousmane Dione gave a presentation offered a case-study presentation on the Senegal River Basin, offering key insights on the future of the Senegal river basin, innovative government structure of the Senegal River Basin and the legal framework and fundamental tools involved in planning for the management of the Basin. The session was moderated by David Grey, Water Advisor of the African and South Asia Regions of the World Bank.

Following Dione’s presentation, guest speakers and panelists offered remarks concerning the management initiatives and current state of water basin affairs in various regions of the world. Mohammed Salem Ould Merzoug, High Commissioner of the Senegal River Development Organization (OMVS) mentioned the importance of capacity building, modernized evaluation sharing tools and assistance in the monitoring process in order to strengthen regional cooperation and integration across regions. Jean Francois Donzier, Permanent Technical Secretary of the International Network of Basin Organizations added the importance of establishing a strong informational system to produce and share data among stakeholders involved in developing basin management systems.

Next, three World Bank specialists offered their experiences with river basin management. Water Resources Specialist of the Africa Region Marcus Wishart spoke of the barriers to consolidating management at the national level, offering a “bottom-up” approach from individuals, regional water administrators and national agencies. Shelley McMillen, Water Resources Specialist of the Europe and Central Asia Region noted that equal partnerships between the private sector play and important role in developing a management system. Finally, Winston Yu, Water Resource Specialist of the Africa Region discussed the importance of data sharing among communities of practice.

The session was concluded by a question and answer period between the panelists and participating audience. Pressing concerns included the sustainability of new organizations given funding patterns of international agencies, geopolitical factors contributing to resource barriers, and the necessary forms of agreements from the international community in order to stabilize future basin projects.
