Topic 1: Government’s Vision on PPP
A government’s reasons for choosing PPPs and their vision are the starting point of designing a PPP program in a country. It is important for a government to clearly understand its own vision in order to lead various government bodies especially when most of the public sector is reluctant to leave their comfort zone of public procurement. Persuading the tax payer is another reason why governments need to define clear objectives and have a reasonable vision showing tangible benefit of PPPs. With a clear vision, this will allow governments to fully explore policy options to foster priorities of the supply side market, to meet the needs of the public sector. [ Back to the agenda ]

This session will discuss the importance and the dynamics of project development procedure; a prerequisite in order to attract bidders and to reach financial closure. In most countries, project development is associated with tremendous costs which pose a burden on the budget of public institutions. This has led to the establishment of appropriate budgetary facilities with a specific role to finance transaction advisory and other services of PPP projects. The involvedness of structuring “bankable” and sustainable PPP projects, the roles of various public and private stakeholders, and the facilitative role of project development facilities will also be discussed. Global PPP Portal
The PPPI program will launch and present the Global PPPI Portal; the new internet based platform of WBI that is exclusively dedicated to PPPs. It is comprised of, an introduction and archive of PPPI Days 2006 & 2007, a discussion forum, library of PPP documents, a calendar of PPP events, and links to PPP units. [ Back to the agenda ]

Topic 3: Financial Challenges and Innovation
Financing of large infrastructure projects is very challenging. Public sector has difficulties in dealing with PPP financial arrangements since; it has to adjust to different projects with unique characteristics, involve different stakeholders with diverse risk profiles, and adopt whole-life cycle approach to their projects. In developing countries, where challenges are more complex due to legal, financial and infrastructure regulation, partners have to come up with innovative financial solutions which require the existence of a robust local financial market. In this session, participants will be encouraged to share their experiences and best practices in utilizing innovative financing options. Also, IFC will present how IFC’s service can be assisting private sector’s financing of infrastructure projects.

Topic 4: Ex-post Management of PPP Contracts
Ex-post management of PPP contracts is an issue often overlooked. Effective and timely monitoring of contracts is undermined by the lack of accounting and reporting standards. Additionally, in some countries there is uncertainty regarding the roles and responsibilities of Line Ministries, Ministry of Finance and the Auditing office. This session will present different views and experiences of how to coordinate public institutions in order to monitor PPP contracts in an effective and efficient way. [ Back to the agenda ]

Topic 5: Case Studies
Project cycle has been widely discussed and seems to be relatively less interesting topic than others. But most problems arise from failure to structure project cycle to fit the limit and capacity of the market. First case study will illustrate the project cycle of PPP with lessons from the fine line between the success and the failure.
Many Sub-Saharan African countries have decided to develop a PPP program. Most of these countries have been traditionally involved in mass privatization schemes in infrastructure in the past decade. The challenge faced currently in these countries is related to the conversion of the privatization agencies to PPP units. Participants will listen to the Latin American experience, where they faced similar challenges, how the evolution was achieved, the challenges faced and the tools used to solve these challenges. Topic 6: Exit Issue
It is a usual phenomenon for many SPVs to lose some of their sponsors, mainly construction companies, right after the completion of the works. A Government’s position for this varies depending on the country. In some countries, exit is allowed while in others it is forbidden before a specific project maturity level. In this session participants will discuss the rational behind the private sector’s exit decision, the implication to the structure of the project, and how the public sector in various countries dealt with the issue. Topic 7: Special Session: PPP in Social Infrastructure
The use of PPPs in social infrastructure is still evolving in contrary to the purely economic infrastructure. However, the direction of their evolution is not clear yet, since there has been a lot of controversy regarding the use and the scope of PPPs in socially sensitive sectors, such as education and health. Although, the value added in the provision of infrastructure is recognized, there is a lot of reluctance in the private provision of health and education services. In this session, speakers will discuss; pros and cons for PPPs in social infrastructure, factors of success, risks and challenges, through the presentation of case studies. [ Back to the agenda ]
