In the 1990’s, private participation in water services made the headlines again as governments, frustrated with the poor service and financial performance of their public-sector tilities, opted to bring in private operators, generally under long-term concession contracts (only Chile has one for a full divestiture model as in the UK). This new wave of large, often international private providers operate under detailed government egulation, with an exclusive license o provide services in their concession areas. They differ from the smaller homegrown, independent providers who operate with limited government versight with no government support and who must compete for customers. This group is the focus of this study. |
