Scope:
- Memorandum of Understanding (MOU) for implementation of an Integrity Pact and Transparent Public Procurement Agreement signed between TCP and TI-P to ensure integrity and transparency in TCP’s procurement systems.with Trading Corporation of Pakistan

Memorandum of Understanding signed between TCP and TI-P for implementation of an Integrity Pact .MOU includes measures of establishment of accountability mechanisms for all TCP dealings, such as Checks and Balance Mechanisms. MOU is in line with World Bank Standard Bidding Documents (SBDs), the National Anti- Corruption Strategy (NACS) 2002 and Public Procurement Rule 2004.In the MOU, TCP and TI-P agreed that:
- All important decisions will be made public
- Information on all important activities including the auditor’s report will be made easily accessible to all
- TI-P and TCP will jointly prepare a "TCP Procurement Manual"
- Formation of a Coordination Committee to implement the Integrity Pact comprising members from TCP and TI-P.
Key Learning:
- Foundation of a joint coordination committee can contribute to quick establishment of Integrity Pacts and give Integrity Pacts more credibility among stakeholders.
Mechanisms:
- Cost: TI-P will provide the experts’ services to TCP without any cost to TCP
- The TCP "Procurement Manual" will comprise of all the SBD’s on procurement of Works, Goods and Services based on International Standards, World Bank, FIDIC, PEC.
- Role of Monitor:
- TI-P will provide experts’ services for three months to assist in the preparation of the "Procurement Manual"
- TI-P will vet all tender documents prepared by TCP on the basis of the "Procurement Manual" for three months
- The Coordination Committee will incorporate the directives of the NACS and PPRA with regards to procurement and contracting
Benefits:
- For TCP: Integrity Pact will establish accountability and checks and balances in domestic and international transactions.
- For TI-P: Integrity Pact will contribute to spread anti-corruption practices in the public procurement system.
- For business environment: Increased transparency in procurement system and thus a more leveled playing field.
