Scope:

- The Karachi Water and Sewerage Board and Transparency International Pakistan signed a no-bribe Integrity Pact and implemented the Least Cost Selection Method for the tender for the Greater Karachi Water Supply Scheme.
- The Integrity pact represents a binding commitment for all sides (KW&SB and the bidders) not to pay or accept bribes, nor to collude with other bidders, to disclose all payments, and to report violations of the Integrity Pact by other bidders. during the bidding or the execution of the service.
- The Integrity Pact was applied only to one segment of the KW&SB project as the top management of KW&SB changed and the management decided to disassociate itself from the Integrity Pact. The Integrity Pact was applied only to the procurement of engineering and supervision services.
Objectives
- Introduction of Integrity Pact approach to the implementation of investment programs to be undertaken by the KW&SB.
- Application of Integrity Pacts to guide KW&SB scheme.
- Create an effective anti-corruption mechanism

Mechanism:
- All contractors as well as the relevant staff of KW&SB signed the Integrity Pact

TI Pakistan monitored the bid evaluation and award process. Seminars and media campaign were also held.

To support this project, the partnership for Transparency fund agreed to give a grant of US $ 19,000 to TI Pakistan.
Benefits:
- For Karachi Water and Sewerage Board: Savings of the order of Rs.187 million (US$ 3.1m) for the KW&SB.
- For the Society: Opportunity for Karachi and the Government of Pakistan to allocate savings arising out of this Integrity Pact to other sectors such as education, health and other vital public services benefiting the public as a whole.
- The mayor of Karachi decided to apply the integrity pact concept to all city procurements .
