 DESCRIPTION 
Sarah Cliffe of the World Bank’s LICUS Initiative presented following the break. She noted the earlier presentations focused on strategies, so she focused on aid coordination mechanisms which would allow the World Bank to arrive at these strategies. This included: selectivity of strategies; linking political, economic, administrative and social assistance; and regional dimensions of coordination. Regarding selectivity, aid coordination for LICUS countries needs to rethought, she said. Political and technical capacity is limited, so a few selected entry points should be the focus, and donor resources should be combined. Avoidance of separate discussions is important in order to help create the linkages between political, economic and social assistance. Lack of such linkages have often resulted in governance failures. Regional dynamics have important effects on LICUS countries and more analytical work by donor agencies is necessary.
