 DESCRIPTION 
The spread of HIV/AIDS is the paramount threat to development in Africa and it is a growing menace throughout the rest of the world. Moreover, the magnitude of the epidemic threatens to negate all other development progress. In response to this looming crisis the World Bank has spearheaded a number of initiatives to address the threat. On February 6, 2003, Keith Hansen, Manager of ACT Africa, a mulitsectoral unit within the World Bank’s Africa region that overseas the organization s response to AIDS, chaired an event that highlighted the use of information and communication technologies (ICT) to fight HIV/AIDS. Hansen opened the event by noting that if there was a silver lining, it was that the AIDS epidemic occurred in the same era as the explosion of low cost technologies that make it relatively easy to communicate and disseminate knowledge.

Afterwards, presentations were made on new communications approaches using television, radio, and the internet, to reach target audiences such as women, youth, and the media. World Bank Public Information Officer, Timothy Carrington and World Bank Communication Officer, Celia Verzosa described World Bank Institute communications courses geared towards several different audiences fighting HIV/AIDS. These included those working in governmental ministries, non-governmental organizations, and the private sector, as well as media professionals who must gather, interpret, and disseminate information. Aaron Sundsmo from the World Space Foundation described how digital radio can be used to deliver educational and social development information to communities that are isolated due to geography, illiteracy, poverty, and inadequate infrastructure. Tamela Naboa from the Discovery Channel Global Education Fund presented her organization’s use of television and video to meet the needs of school and community educational and communication programs. She was followed by Anthony Bloome, Operations Officer in the World Bank Institute who described his work with AIDSWEB, a program that explores links between ICT and HIV/AIDS education and outreach.
