On April 15 and 16, 2008, the 2008 Poverty Reduction and Economic Management (PREM) Network Conference was held at World Bank Headquarters in Washington, D.C., to discuss the theme, “Inclusive and Sustainable Growth”. The Conference included more than 25 sessions on a variety of topics, such as the Bank’s economic policy, climate change, and good governance, among many others.
The session entitled, “The Potential of Global Sourcing of Services for Achieving Sustainable and Inclusive Growth” was held on April 16th, 2008. Philippe Dongier, Sector Manager, Global ICT, World Bank, highlighted the profound implications of the global services economy in transforming development.
Kiran Karnik, Former President, NASSCOM, India, addressed the transformation and growth of the technology industry and the implications for the talent pool. He discussed the use of technology as a stimulus for sustainable growth.
Noshir Kaka, Director, Outsourcing and Offshoring Practice, McKinsey and Company, proposed that replication opportunities for products and services could be enabled through offshore models. Kaka stressed it is not India versus but India and all the other countries with the capability to drive industry from the supply side.
Ray Anthony Roxas-Chua III, Chairman, Commission on Information and Communications Technology, Philippines, shared the Philippines’ outsourcing success, highlighting the social services factors, infrastructure, and government support that aided the industry, as well as the resulting social economic benefits and challenges ahead.
During the question-and-answer session, Roxas-Chua addressed the role of technical infrastructure and the concept of leap-frogging, Karnik discussed the important role of the India Diaspora and inclusive growth, and Kaka expanded on trainable talent.
