I currently lead ISNAR’s (International Service for National Agricultural Research) program on Linking Agricultural Research and Stakeholders in a Changing Context. During 2001, I served as Director of ISNAR’s program on Institutional Development and Governance. Since 2000, I have managed a global action-research project on the evaluation of capacity development in research and development organizations. This work is funded by five donors and includes six inter-agency evaluation studies carried out by 11 national and international organizations in Bangladesh, Cuba, Ghana, Nicaragua, Philippines, and Vietnam. In 2000, I evaluated three projects supported by the Eco-regional Fund for Methodological Initiatives and carried out by international and national agricultural research organizations in Ecuador, Honduras and Peru.

From 1997 to 1999, I led a major evaluation of ISNAR’s work on planning, monitoring and evaluation of agricultural research in Latin America. My responsibilities included designing the study, preparing proposals and negotiating funding with five development agencies; contracting and supervising numerous consultants and associate experts; developing and applying evaluation frameworks and methods; coordinating 13 evaluation studies with 21 authors; participating in field work; synthesizing findings; preparing research reports, journal articles and briefing papers; and presenting findings in international conferences.

In 1997, I served on the team that prepared ISNAR’s new Strategic Plan. During the year, I also evaluated the Asian participatory technology development network, UPWARD (Users’ Perspective with Agricultural Research and Development). From 1998 to 2000, I advised the Board of Directors and senior managers of the European Centre for Development Policy Management (Maastricht, The Netherlands) on evaluation and impact assessment. In 1999 I evaluated the Rural Policy and Project Planning Diploma Program of the Institute of Social Studies (The Netherlands). I also led evaluations of the SysNet Ecoregional Program of the International Rice Research Institute (The Philippines), and participatory research at the International Potato Center (Peru).

In 1991 and 1996, I coordinated preparations for ISNAR’s second and third External Program and Management Reviews and managed studies of ISNAR achievements, impacts and constraints. In 1994 and 1995, I served as secretary to the Center Directors’ Committee of the CGIAR.

From 1990 to 1996, I developed and managed a regional capacity-development effort on Strengthening the Planning, Monitoring and Evaluation (PM&E) of Agricultural Research in Latin America and the Caribbean. In this project, participants developed a strategic approach to research management, which integrated planning, monitoring and evaluation.  The project strengthened professional and organizational capacities in these fields. The following activities were implemented: 13 diagnostic case studies of planning, monitoring and evaluation; eight regional and sub-regional workshops; formation of a regional group of management trainers; and publication of two reference books and six training modules. The project’s total budget of US $4 million was provided by 19 grants from five development agencies, supplemented with contributions from participating national and regional organizations.
