Final Assisgnments
Objective of the Final Assignments

Review the Commentary for tips and examples relating to Tools and Assignments

The final assignments build on the assignments that users have prepared for previous sessions. The objective of the final assignments is to allow users to demonstrate understanding of key elements of an effective response to HIV/AIDS by a local government authority. It should also reflect the increased capacity of users to develop a work plan for a Local Government Response to HIV/AIDS for submission to potential sources of funding to support implementation.

Choice of Assignment

Two assignments have been developed, with the expectation that the user (individual or team) would select and complete one of the two.


Practical Assignment



Present a report of a maximum of 8 pages that summarizes the strategy and action plan that a local government authority intends to implement to fight HIV/AIDS in the locality. It should include a brief text summary of the objectives, strategy and institutional mechanisms to be used to implement the plan as well as a budget table that sets out the work plan by activity for the first year.

The report should be written with a target audience of a potential source of financing for a local government response to HIV/AIDS. This could be the mayor's office or planning department, the city council, Ministry of Local Government, National AIDS Council or an outside donor such as an NGO or foundation. The report should set out clearly what the intended strategy and work plan is for the Local government authority to undertake a response to HIV/AIDS within the locality.

The report should include the following sections (not necessarily in this order):

  1. Introduction (brief background setting out why HIV/AIDS is an issue)
  2. Objective (of program and this report)
  3. Strategy (main elements of the program)
  4. Implementation Plan
    a. institutional arrangements (allocation of responsibilities, reporting, who and how funds will be managed)
    b. list of activities with time frames and person responsible
  5. Monitoring and Evaluation
    a. Indicators to measure progress for each activity
  6. Budget

Users should refer to the assignments completed during the sessions and draw on these for the Practical Assignment. Chapter 4 of the Handbook and its associated tools are the key resources for this project. Users are encouraged to summarize sections 1, 2 and 3 above in the text part of the report. At least two thirds of the time should be spent on developing the implementation plan and budget. These can be combined into one table that can resemble the budget table on page 92 of the Handbook. This allows users to combine activities, outputs and budget into one table.

Theoretical Assignment


Write a paper of 3-5 pages that discusses one of the following statements:
(i)
"Local Governments should focus on providing basic infrastructure and municipal services to their local communities. HIV/AIDS is the responsibility of the Health Ministry and should not be a priority for Local Governments who have many other responsibilities".
If this was said by a mayor how would you respond? Clearly state whether or not you agree with this statement and why, using examples to illustrate your view. Make recommendations to the mayor to support any alternative you may propose.

 

(ii)
"In many African cities there are groups of people that are particularly vulnerable to contracting and/or spreading HIV/AIDS. These include sex workers, truckers, migrant/seasonal workers, young girls, orphans and unemployed youth."
If you were given an audience with the mayor of a city, what might you propose as a mainstreaming approach to reach these groups in your locality?


The target audience should be the mayor of a major city in your country. The paper should attempt to provide a clearly argued rationale for a response to HIV/AIDS by the local government authority, using materials discussed during the sessions and drawing on other information, data and creative examples that may be relevant to the argument. For question (i), the key references would be the Working Paper and Chapters 1 and 3 of the Handbook. For question (ii), refer to Chapter 3 in particular.
