How to get the most out of this Training Tookit?

This CD-ROM can be used both by individuals and teams within local government authorities (LGA) and trainers who work with local governments. There is a considerable amount of information included within this CD-ROM that clarifies and expands upon the major themes presented in Local Government Responses to HIV/AIDS: A Handbook.

It is recommended that the user begin by printing out the Handbook which is provided here in PDF format or can be requested from the World Bank office.

The Handbook has been divided into five Chapters (pages 1-31), with 34 corresponding Tools (pages 31-110) and Resources (pages 111-125). Each of the four Topics in this CD-ROM correspond to a combination of chapters and tools in the Handbook. The Handbook was designed to be used in a flexible manner, with users picking and choosing chapters and tools to meet their needs. The Introduction to Annex 1 (pages 31-33) illustrates a possible combination of tools and themes. The Topics and tools presented within them, generally follow this framework.

After printing out the Handbook and reviewing the session topics, the user may wish to select the topic that is most relevant to his/her interest and review the Session Objectives. If the topic addresses the issues that the user is interested in, he/she may wish to review one or both of the Video presentations that provide an overview of key issues and some examples from city level and international practitioners. Background information on the topic is available in Readings section. The core text comes from the Handbook, but there are also a number of case studies, policy documents and examples to review. Returning to the Topic page, the user may wish to review the assignments and commentary that offer the user a careful review of how he/she might use the Tools in the Handbook to accomplish the tasks presented in the session objectives. Examples of presentations that were made by city-teams during the ALGAF Distance learning course offer some more depth on how different countries have tackled similar issues.


What to expect from each Topic?
For each of the four sessions, this CD-ROM provides:
Session objectives and discussion themes
Overview Video presentations by a World Bank Local Government HIV/AIDS specialist that outline the key issues and themes. (15 minutes per session, accompanied by a PowerPoint presentation).
In Practice Video presentations by specialists and practitioners on specific topics (15 minutes per session)
Readings from Local Government Responses to HIV/AIDS: A Handbook and additional resources on each of four topics
Assignments using Tools from the Local Government Responses to HIV/AIDS: A Handbook and Commentary on Assignments that offer additional information and examples relevant to the assignments and the session objectives.
ALGAF Country Presentation made by teams from Uganda, Tanzania, Rwanda, Ghana, Ethiopia, Zimbabwe and Kenya during the ALGAF piloting of this training in 2003. Please note that not all cities submitted presentations for each session.

Duration
For each topic, there are approximately 30 minutes of video presentation and 10-15 pages of reading (45 minutes). An individual may spend between 15 minutes to 2 hours on each topic, depending on their level of interest and whether or not they choose to review the additional resources. In total, the four topics may take anywhere between 1 and 8 hours to review.

Assignments
For each session, there are 2-3 assignments that have been developed using the tools in the Local Government Responses to HIV/AIDS Handbook.

The assignments provide users with an opportunity to work through many of the steps involved in developing and implementing a local government responses to HIV/AIDS. At the completion of the 4 topics, the completed assignments may provide a useful starting point for municipalities interested in continuing their work on HIV/AIDS.

For each assignment we have included some Commentary on Assignments that offer some tips and experiences on specific issues.

In addition, there are two final assignments -one practical and one theoretical- that have been designed to pull together the lessons presented throughout the sessions. There are city-team examples from ALGAF that provide guidance on the practical assignment, and a Commentary on Assignment to outline possible responses to the theoretical assignment. The material on the final assignment can be found at the end of Topic 4 and also in the Resources section.

Note: Users may want to print out or make copies from the Handbook, or parts thereof, in order to better fill out the various exercises. In addition it is recommended that users interested in working on the Assignments review the Commentary on Assignments, as these segments provide a rich analysis of the issues.
