For each of the topics, there were a number of Assignments that were designed to facilitate the process of working through the Handbook. In addition, a section called Commentary on Assignments was also provided to offer a more in depth discussion of the tools and shares lessons learned by municipalities that have used them.

ALGAF Country Presentations

This training toolkit was developed for and has benefited immensely from the participants in the 2003-2004 African Local Government Action Forum (ALGAF) distance learning program. Each of the countries participating- Ethiopia, Ghana, Kenya, Rwanda, Tanzania, Uganda, Zimbabwe- identified teams that were asked to draft presentations based on the Assignments for each topic. Not all countries were able to present all topics- but the work that they produced has been reproduced here with the permission of ALGAF.
