Mr. Butler has been an attorney, property development executive and consultant for 25 years, specializing in housing and urban development. For the past 12 years he has been advising the World Bank and other international organizations on issues of housing reform and finance, land reform, title registration, and urban land use and development controls in transitional and developing countries, with particular emphasis on transition in the Former Soviet Union and Eastern Europe. He holds a law degree from New York University Law School and a MPA in Economics and Public Policy from Princeton University.
