Russell
Galer is an Administrator in the Directorate
for Financial, Fiscal and Enterprise Affairs
at the OECD in Paris. His current work focuses
on the development, organisation and regulation
of occupational and personal pension plans and
the role of financial institutions in those
schemes. In that capacity, he also participates
in and provides research support for the International
Network of Pension Regulators and Supervisors
(INPRS), for which the OECD is serving as the
Secretariat. Mr. Galer was Senior Counsel at
the Investment Company Institute, the association
of U.S. mutual funds for six years, where he
directed the pension team and served as liaison
to federal regulators at the U.S. Departments
of Treasury and Labor and to the U.S. Congress
on all regulatory, legislative and policy issues
relating to pensions. He was instrumental in
establishing the EBRI-ICI Participant-Directed
Retirement Plans Data Collection Project, and
has worked extensively on governance and conflicts
issues related to the administration of occupational
plans. Previously, he was legal counsel at Sun
Life of Canada (U.S.), where he advised the
company on pension product development, plan
governance and administration. He also served
in the office of general counsel at the Pension
Benefit Guaranty Corporation, the U.S. agency
insuring defined benefit plans.
