Dr.
Paul K. Freeman
Consultant
Paul
K. Freeman is currently an adjunct professor
at the Graduate School of International Studies
at the University of Denver. He consults frequently
with international institutions concerned with
natural disasters and developing countries.
He has worked with a wide ranging number of
institutions including the Inter-American Development
Bank, the World Bank, the International Monetary
Fund, the International Federation of Red Cross
and Red Crescent Societies, and the Intergovernmental
Panel on Climate Change. From 1998-2001, he
headed a research partnership between International
Institute for Applied Systems Analysis (IIASA),
the World Bank, and the Swiss Reinsurance Company.
The partnership examined the impact of natural
disasters in developing countries on macroeconomic
performance and was headquartered at IIASA,
outside of Vienna, Austria. Prior to 1998, Mr.
Freeman was the founder and President of ERIC
Group, Inc. ERIC was an insurance group specializing
in the development of risk transfer strategies
for complex risk, especially environmental risk.
Mr. Freeman has a PhD in Economics from the
University of Vienna, and a Juris Doctoris degree
from Harvard University. He was a Visiting Scholar
at Oxford University (Queen Elizabeth House)
and the International Monetary Fund. He has
published extensively on the subjects of risk
transfer and low probability/high consequence
events including both natural hazard and environmental
risk.
