Howard
Leikin was appointed Deputy Administrator for
Insurance, in the Federal Insurance and Mitigation
Administration, in August 2001. In that position,
he oversees the insurance and floodplain management
aspects of the National Flood Insurance Program,
which has 19,000 participating communities nationwide
and more than $570 billion of insurance in force.
He is also responsible for overseeing flood
insurance marketing and coordinates communication
and outreach strategies to reduce losses from
flooding and other perils.
Prior
to being appointed to this position, Mr. Leikin
was Deputy Administrator of the Federal Insurance
Administration, and earlier, Chief Actuary.
In the actuarial post, he worked extensively
with insurance companies on flood-related coverage,
pricing and statistical reporting issues, and
conducted research relevant to insurance and
mitigation issues facing the flood insurance
program. He was instrumental in developing an
agency strategy for addressing repetitive flood-loss
properties.
Mr.
Leikin began his career with the federal government
in 1977, initially in the area of program analysis,
planning and budgeting. He later moved into
the actuarial and information systems areas
of the Federal Insurance Administration.
A
native of Nanuet, N.Y., Mr. Leikin holds a bachelor
of science in applied mathematics from State
University of New York at Stony Brook, a master's
of science in operations research from George
Washington University, and the designation of
Associate in Risk Management from the Insurance
Institute of America.
