After completing degrees in economics and business administration in Bochum (Ruhr-University), Mr. Glaubitt worked as a research assistant in the Institute for Development Studies and Development Research. After having worked for more than two years in the department of economics in the University of Kabul / Afghanistan on behalf of the Federal State Nord-Rhein-Westfalia, Mr. Glaubitt joined again the above-mentioned Institute for leading empirical research teams. In April 1982, Dr. Glaubitt was employed by Kreditanstalt für Wiederaufbau (KfW), the German Development Bank. He worked for about 5 years in the India section of KfW, in particular responsible for energy projects and financial sector projects. He took charge of the design and management of numerous institution-building projects. He then worked as senior economist in special department to support the speaker of the board of directors of KfW. He designed the ex-post-evaluation system of KfW which is still applied. In the Europe department he specialized in the financing sector and contributed to introduce new approaches in the financing sector programmes for transformation countries which are promoted by KfW. He has been involved in many activities aiming at financial sector reform in transformation countries. Dr. Glaubitt is an nationally and internationally recognised expert on SME promotion and adequate SME credit programmes in Eastern Europe. He has written a number of books and essays in development policy.
