Dr. Roger S. Leeds is a Professor at the Paul H. He teaches in the area of international financial markets and financial sector development. Currently his research focuses on alternative approaches to private equity investing in emerging markets, mechanisms for improving the access of small and medium size enterprises (SMEs) to risk capital, and the globalization of cyberspace. The Center he heads is involved in teaching, research, and outreach activities that focus on the intersection of interests and responsibilities between the public and private sectors in the international arena.

Prior to joining SAIS in 1999, Dr. Leeds' career combined his professional interests in business, finance, and public policy. Most recently he was a Managing Director and co-head of the emerging markets practices at Patricof & Co., a New York-based venture capital firm and merchant bank. Previously, he was a Partner at KPMG (the Barents Group), where he headed their global privatization advisory services, and he began his finance career at Salomon Brothers in New York. In the public sector, Dr. Leeds spent more than ten years as a senior staff member at the International Finance Corporation, the World Bank affiliate that does debt and equity financing of private sector projects throughout the developing world. He has worked in more than 80 countries in Latin America, Asia, Eastern Europe and the former Soviet Union, and Africa. His international career began 30 years ago in Brazil, where he served for two years as a Peace Corps Volunteer.

Dr. Leeds always maintained close ties to the academic community. He spent two years at the Kennedy School of Government at Harvard University, teaching and heading a research project on privatization in developing countries. He also has taught at the Wharton School of Business at the University of Pennsylvania, and has guest lectured at numerous universities around the world. He has authored more than twenty journal articles and contributed chapters on economic development and international finance for several books. He also has been guest commentator on radio and television programs, including CNN, Bloomberg News, CBS News, and National Public Radio. Dr. Leeds is a member of the Council on Foreign Relations in New York, and has served on numerous boards. Leeds received his undergraduate degree from Columbia University, and his M.A. and Ph.D. from SAIS.
