Harold
Rosen is director of the World Bank/International
Finance Corporation (IFC) department for small and
medium enterprises (SMEs). He has been a strong proponent
for SMEs and has considerable experience in this area.
Before being appointed to this position in March of
2000, he was director of IFC's Central and Southern
Europe department, where he established the Balkans
Enterprise Facility and other wholesaling approaches
to financing and advising SMEs, especially in frontier
markets. From 19921997 he was manager for Southeast
Asia and the Pacific, starting IFC's operations in
Indochina, which included the establishment of the
Mekong Project Development Facility and the Mekong
Financing Line. He also restructured and managed IFC's
South Pacific Project Facility, and established the
Pacific Islands Investment Facility. Mr. Rosen also
played a lead role in several IFC and Bank Group-wide
initiatives, such as the task force on Bank Group
operations in the former Soviet Union. As IFC's manager
for financial planning and policy he the agency's
$1 billion 1991 capital increase. He worked on investments
in Africa and Latin America earlier in his career.
Mr. Rosen joined the Bank Group as a Young Professional
in 1978. He holds a master's and bachelor's degrees
in Regional Science from the University of Pennsylvania,
and an M.B.A. from Harvard Business School.
