Stage One: The Informal Economy and Organizing the Effort The participation of those in the informal economy within a broader strategic planning process is crucial. The level of organization of informal economy actors varies in different cities around the world. Where these are available, they form the first foray into an integration of informal economy actors into strategic planning and decision making within the city. Some of the more well known informal economy organizations are the Self Employed Womens Association (SEWA) in India and the Self Employed Womens Union (SEWU) in South Africa. Unions, particularly in various West African countries, are at times crucial in attempting to reach those in the informal economy, as are NGO's and local government departments such as health and licensing who regularly deal with informal economy groups. In many instances those in the informal economy may not be properly organized or have the resources to organize or to participate in a LED Strategic Planning or Local Government Informal Economy Policy Process. In this case, it is imperative to support either the organization of these actors into a representative body or to supply the resources to enable their participation.
