Module: Local Economic Development

 


Introduction

1.1 Welcome

Welcome to the Module on Local Economic Development

In this module we introduce you to Local Economic Development (LED). Local economic development is about local communities working together to achieve sustainable economic growth. The aim is to bring economic benefits and quality of life improvements for all in the community. Local governments have a key role to play in mobilizing all elements of a city to achieve economic success.


1.2 Aims of module

In this module we aim to develop an understanding of local economic development. The focus will be on helping you understand your local economies and how cities can design, develop and implement comprehensive local economic development strategies to promote sustainable economic growth and job opportunities.


1.3 Learning objectives

At the end of this workbook you will be able to:

  • Define local economic development
  • Outline the economic challenges facing cities
  • Outline the process for developing and implementing a local economic development strategy
  • Describe the local economic development options available to cities and discuss the advantages and disadvantages of each
  • Describe the links between the local economic development strategy and the city's goals
  • Describe the processes to involve stakeholders in the local economic development process.

In order to accomplish these objectives we have developed the following lesson plan for this workbook.


1.4 Lesson plan

In Section Two we provide the context for local economic development. The section provides a definition of LED and describes the local, national and regional drivers that are impacting on the economies of cities. We also discuss the relationship between LED strategies and other city plans.

In Section Three we describe the key stages of LED planning and offer suggestions on how you can involve key stakeholders in the process to ensure full commitment from all elements of your city. The section also describes some potential delivery options for LED.

The final section of the workbook outlines a broad range of number of LED strategies and details many activities a city could consider when seeking to implement LED plans. The section aims to provide you with practical options for LED implementation.


1.5 Before you begin…

Before you begin the workbook we would like you to reflect a little on your own situation. Please complete the following activity.

Activity 1:

1. Does your city have a local economic development plan? If so, what are the major economic strategies contained in that plan?

 

 

 

2. Consider the economic development activity in your city over the last five years (planned or unplanned). Identify three major projects (e.g. establishment of an industrial estate, redevelopment of a site. What have been the economic benefits to your city for each of these projects (e.g. employment generation, new businesses etc)?
