Fred Fluitman is an economist who joined the staff
of the International Labor Office in 1972. He first
worked in Zambia and Ethiopia before being assigned
to ILO headquarters in Geneva in 1976. In various
capacities he has dealt with issues surrounding the
transition from school to work, and with the policy
dimensions of skills development. He has written about
training for work in the formal sector of developing
countries, about traditional apprenticeship in Africa,
about the process of training policy analysis, and
about constraints and innovation in the reform of
vocational education and training. Since February
1999, he has been on secondment to the ILO's International
Training Center in Turino, Italy where he is in charge
of the Center's Employment and Skills Development
Program.
