David Fretwell is Lead Employment and Training Specialist
with the Europe and Central Asia Region of the World
Bank. His primary areas of expertise are human capital
development focusing on education, training and labor
issues. He has been extensively involved in the design
and supervision of employment and training projects
in Hungary, Poland, Romania, Turkey, Bosnia, Macedonia
and Albania. He also coordinated a cross country study
of Active Labor Programs in four transitions countries.
He has a Ph.D. in Education, Vocational Training and
Business Administration from Oregon State University.
Prior to joining the World Bank he was International
Manpower Development Advisor for the U.S. Department
of Labor.
