Abstract: This is a case study of the change brought about in canal irrigation management and use in the state of Gujarat, India through a collaborative NGO-GO initiative. The Participatory Irrigation Management (PIM) model used involved a extensive process of exposure visits to Philippines and visits to India of experts from Philippines, meetings with farmers, multi-level working groups, and large-scale awareness and training of state government officers regarding the concepts of PIM. The importance of the demonstration effect in institutionalizing a new process of resource management and gaining acceptability is emphasized in this case study. The institutional system created should be self-sustaining and involve local actors but at the same time gain political acceptance from both regional and national levels. Finally, capacity building of the multiple level stakeholders is crucial for continuity of the program.
