The World Bank's Common Property Resource Management Network (CPRNet)

CPRNet is an international network open to practitioners, policy makers/managers, researchers and others interested in issues related to property rights and sustainable natural resource management. This includes, inter alia: institutions and management of natural resources, CBNRM, poverty-reduction strategies and knowledge management, relations between property rights regimes, and traditional/local knowledge. CPRNet is located within a general intellectual and applied context consisting of a broad, interdisciplinary and intersectoral approach to natural resource management that is emerging within the World Bank as well as internationally, aimed at sustainable local-level natural resource management within the context of a transparent, supportive, and collaborative nation-state. This context emphasises sustainable development, community-based management of natural resources, institutional reform, legal codification of relevant local institutions, and collaborative approaches -- including
partnerships -- involving a wide range of stakeholders. CPRNet was a Partner to the May 1998 workshop. Key activities include a monthly Newsletter and support of local initiatives, specifically National CPRNet Chapters (the latter has an emphasis in West Africa). CBNRM in West Africa

The West Africa sub-region has, since several years, actively pursued CBNRM in its operations, particularly in forestry and rangeland management. This work predates the May 1998 workshop, and the workshop clearly benefited from the West Africa experiences. The publication "West Africa: Community Based Natural Resource Management", published by the World Bank's Africa Region in the series "Findings" (no. 107, March 1998), presents the experiences with and outcome of this work. The publication is available here. A translation into French, with the title "Gestion des ressources naturelles par les communautés en Afrique de l'Ouest", is available here.
Conversely, the experiences and outcome of the May 1998 workshop became an important input into a sub-regional workshop on CBNRM that took place in Niamey, Niger in October 1998. The Niamey workshop set a new standard in several ways, including that there were participants from both English and French speaking countries, that civil society and NGOs were present, and that the public sector as well as high-level politicians (including Ministers) from several of the countries were represented.

Conflict Management

The workshop's Theme no. 4, "Alternative approaches to conflict management in the use of natural resources," was organized in collaboration with IDRC. Information about IDRC's work on conflict management is available here.
The publication, titled "Cultivating Peace. Conflict and Collaboration in Natural Resource Management," ed. by Daniel Buckley, is a joint effort between IDRC and the World Bank. Among the papers included are revised versions of the following workshop case studies (listed by country of location): Ecuador, Honduras, India, Indonesia, Lao PDR, Philippines and the Sudan.
