Participants: Working Groups

At the beginning of the workshop, participants were placed in one of six regional working groups, and the idea and purpose of these regional working groups was presented. The regional working groups were: Europe, Central Asia and the Middle East; East Asia; Latin America and the Caribbean; South Asia; Sub-Saharan Africa (English-speaking); and Sub-Saharan Africa (French-speaking).

The purpose of the working groups was to give an opportunity for participants from the six identified regions to meet to discuss, prepare and finalize regional action plans.

Participants were given the following guidelines for the content of these action plans:

  • MAJOR MESSAGES: Major messages derived from the workshop, which cut across themes and resource types, and which may be formulated as:

    1. A new perspective or vision;
    2. Guiding principles;
    3. Lessons learned;
    4. Areas of consensus; and,
    5. Unresolved issues;

  • KEY POLICY ISSUES: Categories of key policy issues that need to be addressed, as a matter of priority, in your own countries in order to improve the community-based management of natural resources; and that provide a practical and useful way of grouping the strategies and actions that follow;

  • STRATEGIES: Plans, in relation to each key policy issue, for how to get from where you (in your own countries) are today, to where you would want to be in the future; and that describe both processes and outcomes in order to improve the community-based management of natural resources;

  • ACTIONS: Actual resource decisions that facilitate and operationalize each category, that are directed primarily at yourselves (i.e. the participants), and that will help to answer the following question: What will you undertake to do in your own sphere of influence, in order to bring about changes that will improve the performance of community-based natural resource management in your own countries?; and,

  • RECOMMENDATIONS: Recommendations should be directed at:

    1. Governments and other public agencies in the countries
    2. The World Bank and other donors

    Key question to answer: What would you like them to do in order to improve the performance of community-based natural resource management in your own countries?

By way of summarizing, the members of each regional working group were requested to prepare a complete action plan, consisting of:

  1. Up to 5 major messages;
  2. Prioritization of 3-4 key policy issues;
  3. Up to 3 strategies in relation to each key policy issue;
  4. Up to 3 actions in relation to each strategy; and,
  5. Up to 3 recommendations to each of: governments and other public agencies in your own countries, as well as to the World Bank and other donors.
