This activity is done after the "Moving from Issues to Policy Goals" activity. Have the participants remain in the same groups they were in for the "Moving from Issues to Policy Goals" activity.

The activity causes the participants to consider both the complexity of the task ahead and who the policy changes will affect. This activity should be done before the communications plan development as it will inform that activity.

Encourage participants to think about the ideal situation that might be achieved when the policy goal is implemented and what would be required to accomplish this. Ask them to think about the consequences of not achieving the required change. Participants should discuss the logistics of implementing the change- How will it be accomplished?

Often participants discuss skill development as a one time event. Talk to the participants about the need for ongoing training and professional development.

This activity takes between 30 to 45 minutes to complete.

Activity

Objective

To consider the strategic opportunities for applying ICT in light of the knowledge, skills, and attitudes that must be changed.

Instructions

1. Select one strategic policy goal previously identified to analyze.
2. As a group answer the following questions for each strategic goal chosen:

a) What are the target groups of people who will be affected by the change?
b) Estimate the number of people in each target group.
c) What are the key knowledge areas that will be required when the change is implemented?
d) What are the key skills that will be required when the changes are implemented?
e) What are the key attitude changes required when the changes are implemented?
f) What is the gap between existing and required skills, knowledge, and attitudes for each group?
g) List some ways that the changes can be achieved.
