This guide was developed for the U.S. Department of Education by the American Institutes for Re in conjunction with its formative evaluation of the Technology Literacy Challenge Fund. This study addresses past, present and possible roles of alternative strategies for distance learning in Africa. It investigates the accessibility of different resources for interactive learning at a distance for different population groups. The study has both a theoretical and an empirical component.
