Grant Purpose:
The project aimed to assist the Mindanao Economic Development Council to:
(1) Implement a consensus-building consultation process with stakeholders in Mindanao and the ARMM Regional Government on the development strategies and frameworks;
(2) Validate the outcomes of development studies conducted in Mindanao and ARMM, to determine:
(i) the adequacy of existing policies and development plans for the ARMM; (ii) the impact of existing projects and the areas of improvements; (iii) the demand for economic and social services; (iv) how community-level institutions and other civil society groups such as NGOs could participate in the delivery of services to the community
(3) Discuss with stakeholders current and future programs and projects which support the development framework plan agreed upon;
(4) Identify priority infrastructure, social, economic, cultural and institutional activities and projects;
(5) Develop mechanisms to provide sustainable basic social and economic services to targeted priority areas;
(6) Initiate the preparation of development plans to be presented for funding to potential donors.

Grant Activities:
The project consisted of the following components:
Component 1: Carrying out of training for and provision of technical assistance to ARMM Secretariat;
Component 2: Organization of meetings and workshops with donors, Local Government Units (LGUs), and other Government agencies, including the development of workshop materials;
Component 3: Organization and implementation of tho-days workshops with stakeholders from the provincial administration, LGUs, local communities, civic and other community groups, including women and youth groups;
Component 4: Finalization of workshops reports and discussion of the reports with Mindanao and ARMM Government;
Component 5: Organization of a workshop to discuss final Mindanao and ARMM reports and recommendations at national level.
