Grant Purpose:

The objective of the project was contributing to the consolidation of the consensus on peace in Southern Serbia through a Municipal Improvement and Recovery Program consisting of three components: municipal development, economic recovery and social rehabilitation.

More specifically, the program aimed to:

(1) Help establish a locally owned development investment fund for seven municipalities in Southern Serbia;

(2) Support capacity building in key local governance institutions and enhancement of the economic development of the area;

(3) Enhancing dialogue among federal, republican and local authorities, thus reducing tensions between ethnic Albanians, Serbs and Roma;

(4) Support to civil society initiatives in promoting social cohesion and multi-ethnic activities, especially among youth and women.

Grant Activities:

Component 1: Institutional Capacity Building for Implementation of the Southern Serbia Municipal Improvement and Recovery Program (SSMIRP)

(1) Creation of a steering group for the SSMIRP with a strategic oversight over
the program approach;

(2) Recruitment of a small staff of Yugoslav professionals to serve as the SSMIRP secretariat and implement the program;

(3) Support to the Federal Ministry for Nationalities and Ethnic Communities of the Federal Republic of Yugoslavia consisting of one-two local consultants to liaise with SSMIRP.


Component 2: Municipal Development

(1) Establishment of an advisory municipal development committee with representative
membership from the sub-municipality level, civil society and private sector, which participated in the definition and prioritization of municipal development and investment plans, and
recommended priority projects to the Local Development Fund (LDF) established under the project;

(2) Development of increased technical capacity of the municipality to carry out its assessment, planning and oversight finctions;

(3) Establishment of the LDF, for purposes of financing projects identified by communities with the help of municipalities and reviewed and recommended by a Municipal Development Committee. The LDF prioritized projects restoring social and economic infrastructure, creating employment opportunities and providing essential services.


Component 3: Economic Recovery

(1) Establishment of the foundation for a sustainable local micro-finance institution serving Southern Serbia;

(2) Establishment of non-discriminatory local economic development forums in each district, for purposes of promoting a more favorable enabling environment for micro-enterprises and small and medium enterprises development;

(3) Enterprise development through public-private dialogue, with access to training and technical assistance, and the promotion of business development services.


Component 4: Social Rehabilitation

(1) Building up capacity of civil society organizations promoting social cohesion and
inter-ethnic dialogue;

(2) Awareness raising of legal rights, responsibilities and rule of law within the region.
