Grant Purpose:

The purpose of the project is therefore to establish effective collection of solid waste within selected poor areas of Port-au-Prince with critical public health risks.
Grant Activities:

Component 1: Improve waste collection services in critical areas of metropolitan Port-au-Prince

The main activities of this component include:

(1) Pilot waste collection from market areas

Large quantities of waste are generated in market areas are currently not being collected and are susceptible to rapid decomposition, and the attraction of disease-carrying organisms if left unmanaged. The project will support the installation of bins at key markets, to provide for the collection of wastes, and these will be collected regularly by the Metropolitan Waste Collection Service (SMCRS). The implementation of the collection of market could provide composting opportunities at the waste disposal site, given that these wastes are the most single most appropriate types of waste for composting initiatives.

(2) Critical spare parts will be identified for SMCRS waste collection vehicles, including but not limited to items such as oil filters, air filters, tires and batteries.


Component 2: Project Management

The project is being managed by a small unit in the Ministry of Public Works, Transport and Communications (MTPTC after its French designation "Ministère des Travaux Publiques, des Transports et des Communications"), headed by a senior staff member (“project coordinator”). In terms of procurement, contracts are awarded by a selection committee including representatives of MTPTC and two other Ministries (Ministry of Economy and Finance, Ministry of Commerce). An independent evaluation and a financial audit will be conducted consistent with the grant requirements.
