Grant Purpose:
The objective of the project is to increase government capacity in managing rural water supply and sanitation and increase community participation in water supply and sanitation investments in Haiti. The grant aims to achieve this by:
(i) Strengthening the policy role of the Service National d’Eau Potable (SNEP) in rural water supply, sanitation and hygiene interventions through the creation of a specialized unit within SNEP as well as the adoption of a national strategy and an investment plan;
(ii) Exchanging experiences and improving coordination among stakeholders, in order to guarantee a sustainable water supply and sanitation services, building on the paradigm of community-driven development;
(iii) Piloting the community-driven development approach in selected communities.

Grant Activities:
Component 1: Rural Water and Sanitation (RWS) Strategy Design and Institutional Strengthening
Activity 1.1: Establish RWS unit in Ministry of Public Works (SNEP) Headquarters and one regional office in the area in which the project will be implemented. SNEP will be assisted to form a small RWS unit at the national level, which would be headed by a senior SNEP staff member.
Activity 1.2: Consultation process with sectoral agencies, including Ministries of Public Works, Health, Environmental and Planning; donors; NGOs; the Fund for Social and Economic Assistance (FAES), and others. At least three major consultation events (full-day facilitated workshops) will be held at different stages in the process.
Activity 1.3 Develop national RWS sector strategy and investment plan through a participatory and analytical process that would document and evaluate RWS approaches that have been successful in Haiti, as well as those that have not worked so well. This sector work will also include field surveys and community consultations to discuss new integrated approaches to rural water, sanitation, environment and hygiene; gauge willingness to pay and community capacity to assume ownership and management of their RWS systems, assess capacity of communal-level governments to participate in project implementation, etc.
Component 2: Community-Managed Water and Sanitation Subprojects
This component will be implemented in one or two communes under the leadership of the local SNEP office.
Activity 2.1: Community selection, mobilization and preparation of RWS sub-project One or two NGOs/consulting firms will be hired to undertake the following steps: (a) promote the project in a long list of eligible communities and explain engagement rules, (b) assess community demand and willingness to contribute and participate, (c) select with the commune and SNEP the final list of communities, (d) in these communities, assist with mobilization and active participation of all community members to select preferred service level and engage in all stages of sub-project design and implementation, (e) establish community-based management committee and initiate preparation of service management and financing plan, (f) initiate hygiene and environmental sanitation education and promote latrine construction, (g) assist community collect initial contributions, (h) undertake the technical design of the water systems. Activity 2.2: Construction of water and sanitation facilities After the technical, social, environmental and economic appraisal of the sub-projects by SNEP, small-scale contractors will be hired to assist communities procure materials and construct the water and sanitation systems.
Activity 2.3: Consolidation of Community Management and Hygiene Promotion The NGO/consulting firm will work with the SNEP office and communal government to verify the proper functioning of the system, check the adequacy of the tariff system and the accounting practices of the water committee, and to consolidate an institutional support mechanism to backstop the communities in managing the services.
