Grant Purpose:

The purpose of the grant is to respond to an emergency situation created by violent conflict between the Lebanese Army and the Fatah al-Islam group at the Nahr al-Bared refugee camp near Tripoli, which displaced some 20-30,000 Palestinian refugees to neighboring communities. The grant will allow re-building of social infrastructure, strengthening of social services, and assisting the economic recovery in the localities surrounding the Nahr Al Bared Camp. The grant will fund small-scale infrastructure and economic recovery sub-grants to the municipalities directly affected by the hostilities, using the proven institutional framework of the Community Development Project (CDP) which has been operational since 2004.
Grant Activities:

The two project components would include the following activities:

Component 1: Sub grants (through NGOs) to communities to fund priority social infrastructure and related services.

Component 2:Operating costs for CDR/PIU (beneficiary assessments, supervision and monitoring activities).


The basis for the selection of sub-projects would be a rapid beneficiary assessment involving communities, NGOs, municipalities and the Ministry of Social Affairs (MOSA). This assessment would determine the needs of the vulnerable groups and would be done in tandem with assessing the needs and priorities of the municipalities in the social area. It would form the basis for a call for proposals using detailed technical, social, environmental, and economic criteria for the prioritization of their projects. The sustainability of the sub-projects and the direct effects on the beneficiary groups would be key elements as to how to prioritize interventions. All participating municipalities will also participate in the review and approval of sub-projects to ensure that these are coherent with their municipal development plans.
