Grant Purpose:
The PCF grant objective is to give the Palestinian Authority (PA), through the Ministry of Local Government, enough start-up capacity in the coming weeks to prepare and manage a Bank CDD project: the Village and Neighborhood Development Project (VNDP).
The grant will assist the Ministry of Local Government in designing and piloting a community driven development program, focusing on rural communities and marginalized/neglected urban neighborhoods. This process will require extensive consultation with local governments, community based organizations and other relevant stakeholders to ensure buy-in for the approach. The grant will also enable the MoLG to leverage funds from other donors by demonstrating its capacity to formulate and implement such a program through the VNDP.

Grant Activities:
Component 1: Designing a Framework for Community Driven Development in the West Bank and Gaza.
This component will assist the MoLG in designing the methodology for implementing a CDD approach that takes into account the special circumstances of the West Bank and Gaza. The current design of the project includes a significant role for NGOs as community level facilitators. Furthermore, given the difficulty of the operational environment in Gaza (total closure of borders, collapse of the public sector etc), it will define the implementation arrangements there. A monitoring and evaluation system (including the development of a Management Information System) will be designed at the level of the Ministry of Local Government and adapted at different levels of project implementation with the support of international consultants but close involvement of MoLG technical specialists. Very simple and basic parameters for outcome and baseline indicators will also be established, as well as the methodology for collecting these data. MoLG staff as well as implementing communities will be trained in the use of the system.
Component 2: Grant Management and Capacity Building.
This component will assist the MoLG in establishing an efficient system for financial management and procurement. This will include the preparation of financial management and procurement manuals designed for a CDD program. It will also include the design and finalization of the optimal structure (staffing and competence) of the fiduciary team, training of the present staff and establishing a training program for the project implementation team at the local level.
Component 3: Promoting Participation, Consultation and Consensus Building.
This component is based on a set of outreach activities aimed at Local Government Units, community based organizations and ordinary citizens to develop buy-in for the program and begin cooperation among key stakeholders. These will be conducted through a series of workshops throughout key areas of the World Bank Group over a period of several months. The primary goal is to establish a framework for consultation between the MoLG and local communities.
Component 4: Launching sub-project implementation (testing the approach).
This component will help launch sub-project implementation in a limited number of pilot sites and to further refine the methodology, participatory local development plans will be prepared with support of locally based NGOs which will act as facilitators in bringing in the views, priorities and needs of different social groups, including youth and women. The plan will be based on a participatory approach but will build on existing pilot experiences currently underway in the Jericho area with funding from JICA and UNDP’s work on participatory planning in the Jenin area. The approach promotes close collaboration between local government units and NGOs which is a relatively new way of operating in the Palestinian Territories.
