Grant Purpose:

Over the last few years providing education and health services throughout Afghanistan has become increasingly difficult due to insecurity and deliberate targeting. Since April 2006, 244 schools have been destroyed and another 342 have become in-operational due to direct threats. 145 teachers, students, administrators and support staff have lost their lives. Likewise, health workers are continuously becoming victims of harassments, kidnappings as well as murders.

The objective of this research project is to assess the specific local context of attacks on schools and health facilities and to develop sustainable models for community involvement in protection of schools and health facilities, resulting in:
(i) increased security;
(ii) increased community involvement in and responsibility for schools/health facility management; (iii) improved enrollment of students/ increased access by patients.
Grant Activities:

Component 1: Mapping of activities and attacks

The component includes review of existing literature, research and data, in order to map current activities within the health and education sectors, as well as the various “models” used to provide these services. The preliminary mapping will also include attacks on facilities and personnel. On the basis of the preliminary analysis of information, an inception report will be worked out, detailing methodology, review of secondary sources and plans for collection of primary data including coverage of field studies and argumentative outline of report. A workshop will be organized to ensure input from the Ministries of Education, Health and Rural Rehabilitation and Development and other key stakeholders, as well as the Supervision Team.


Component 2: In dept analysis of the nature and dynamics of attacks and mitigating measures

During the preliminary research, information regarding nature of attacks and lessons learned regarding security measures from actors providing health and education services will be gathered. To compliment this information, field studies will be carried out in the following districts: (East:) Laghman, Khost; (West:) Herat, Badghis; (Central:) Ghazni, Kapisa; (South:) Kandahar, Farah; and (North:) Balkh, Samangan.


Component 3: Elaboration and launch of final report

A draft final report will be elaborated and presented at a second stakeholders workshop to ensure feedback from relevant ministries, NGOs and others. Comments will be incorporated, and the final report will be published. The report will include both a descriptive part, suggestions for community involvement in protection of schools and health facilities, as well as recommendations for mitigating measures, models for community participation and early warning mechanisms to increase security. To spread knowledge about the report and ensure distribution of findings and recommendations, a launch will be organized inviting stakeholders, journalists and other relevant agencies.
