Zimbabwe Association of Church related Hospitals (ZACH) - ZACH is an NGO, not-for-profit member-based organization, supporting 126 hospitals and clinics countrywide. With the severe decline of direct donor funding to government institutions, ZACH has become the main channel for donor funding to the health sector.
Grant Purpose:

Health indicators continue to deteriorate in Zimbabwe - Life expectancy has dropped, levels of malnutrition (especially among the under five), maternal mortality and crude death rate have increased. This project will support the delivery of quality health care services in a constrained environment by enhancing the institutional and management capacity of the Zimbabwe Association of Church related Hospitals (ZACH) and mission hospitals/clinics.


Grant Activities:

Component 1: Institutional capacity building of ZACH leadership and management capacities, including Heads of Christian and Denominations (HOCDs), management board, mission hospitals, and the secretariat

The objective is to strengthen ZACH leadership and management capacities to enable ZACH to design policies, strategies for resource mobilization, and accountability facilitating capacity for mission hospitals for a responsive and effective health delivery system to its clients by the end of 2008.

The Component has six sub-components:
(i) Management diagnostics review
(ii) Training in good management practices, coordination and strategic planning
(iii) Institutional capacity building for mission hospitals
(iv) Inventory of available equipment and infrastructure in mission hospitals
(v) ART and Nutrition piloting
(vi) Twinning arrangements for capacity enhancement, career development and incentive schemes


Component 2: Monitoring and evaluation mechanisms including documentation, reporting and utilization of data for evidence-based programming

The objective of the Component is to establish evidence-based programming through functional and coordinated monitoring, evaluation, and reporting system for ZACH. At the end of the project period, ZACH should have an improved reporting, documentation, information dissemination, sharing and utilization of data, for decision making and programming at both national and mission hospital levels.

Component 2 has four sub components:
(i) Establishment of an M&E Department in ZACH and preparation of M&E framework
(ii) Production and dissemination of an NGO Annual Health Status Report
(iii) Preparation and dissemination of an M&E supervision checklist
(iv) Establishment of a resource centre and website


Component 3: Piloting public and social accountability tools in health delivery services

The main objective of the component will be to pilot public and social accountability tools in communities around select mission hospitals with a view to improving the quality of health services from facilities to the communities. A pilot will be carried out to empower and equip civil societies in select communities on how to assess the quality and satisfaction of health services delivery in response to their needs. There will also be in the select sites documented and evaluated effective and sustainable public and social accountability processes established, to provide tools for nationwide scaling up.

This Component has three main sub-components:
(i) Developing and piloting public and social accountability tools such as Community Score Cards and Citizens Report Cards
(ii) Community exchange and learning visits to share knowledge and experiences
(iii) Dissemination of findings from the pilots
