Grant Purpose:

Given the rapidly changing economic environment in Zimbabwe, having current data on socioeconomic conditions will be imperative to strengthen the Bank’s readiness for quick re-engagement, the primary objective of the Bank’s Interim Strategy Note FY08-09 (ISN). This project aims to enhance knowledge building in the country through maintenance and analysis of basic data on poverty and living standards by stakeholders; and improve capacity in the Central Statistical Office (CSO).
Grant Activities:

The proposal has three components:

Component 1: Support for 2007/08 ICES (Income, Consumption and Expenditure Survey) data production process for timely data processing

The Fund will expedite the data production processes of the 2007/08 ICES by supporting the production of household questionnaire (the main survey instrument), the establishment of a dedicated data entry team and the provision of appropriate resources to set up designated data entry rooms within the Central Statistical Office (CSO).


Component 2: Technical support in preparation for the poverty analysis of the 2007/08 ICES

Two consultants will be retained to work on the following issues with the CSO staff:

(i) Review the available price data and recommend revisions such that these data are readily available to use in the summer of 2008.
(ii) Make the 2001 ICES anonymous so the CSO has a model to follow on to make the 2007/08 ICES publicly available and ensure that the CSO will provide the 2007/08 ICES to other agencies/ministries in government or non-governmental researchers.
(iii) Review the sequencing of the urban field work and suggest any needed changes in order to have sufficient seasonal coverage of urban households.
(iv) Review the data entry system, following on advice and issues raised by the two consultant reports in regards to the 2001 ICES.
(v) Review the weights and inputs needed to generate the complete weights upon completion of the 2007/08 ICES data entry.
(vi) Review the Poverty Datum Line.


Component 3: Capacity building for the analysis of poverty using the 2007/08 ICES

For the 2007/08 ICES analysis, two consultants will work intensively with the poverty analysis team to conduct analysis on the first six months of the 2007/08 ICES (potentially available in April 2008), which will be discussed in a workshop with key stakeholders such as government entities, civil society and key development partners (including the Bank). Working directly with the consultants, the joint team will co-produce preliminary poverty analyses. Moreover, the project will identify regional or international poverty training opportunities for the joint team.
