Grant Purpose:

(1) To define the number, geographical location, and socio-economic characteristics of displaced Iraqis in Syria

(2) To analyze the overall development impact of the Iraqi movement on Syria as a receiving country as well as on the displaced Iraqi populations and assess the capacity of the Government to contend with and address the impact

(3) To propose, and present to donors operational responses that mitigate the negative and maximize the positive developmental impact of the population movement
Grant Activities:

Component 1: Defining the number, geographical location, and socio-economic characteristics of displaced Iraqis in Syria

In parallel to and in conjunction with a survey to estimate the number and geographical location of the Iraqis, a multi-purpose household survey will be designed and implemented on a representative sample, to assess the socio-economic characteristics and coping mechanisms of the displaced Iraqis.

The multi-purpose survey will be carried out in the course of one month. Specific questions will be asked, in order to get a sense of the socio-economic characteristics (economic activities, sources of income, expenditures, health (including reproductive health), education, etc) of the households, which will also be useful in the impact assessment that will be done in the second stage. Gender issues will also be addressed in the survey.


Component 2: Analysis of the overall development impact of the Iraqi movement on Syria as a receiving country as well as on the displaced Iraqi populations, and assessment of the capacity of the Government to contend with and address the impact assessed

Based on the results of the survey and previous studies on Syria’s socio-economic situation , this project will assess the overall development impact of the influx on the country and the capacity of the Government to cope with and to address the evolving challenges. This impact analysis will focus on the different dimensions of the impact (economic, social, environmental, health, education, etc.). The analysis will also take into account the different scenarios of continued influx of Iraqis and the impact of each scenario respectively .


Component 3: Proposal of operational responses that mitigate the negative and maximize the positive developmental impact of the population movement proposed, and presentation of the proposal to donors

The assessment report will also include practical recommendations for the Syrian Government to address its evolving challenges with the influx of the Iraqis, including new projects that will have to be implemented and investments to be made. The recommendations should correspond to the different scenarios described in the impact analysis. Finally, there will be a resource mobilization strategy accompanying the report which will be presented in a donors’ meeting or a launching forum.
