Grant Purpose:

The objectives of this proposed subproject are, for the residents of Martissant, an impoverished urban area of Port-au-Prince, to: (i) improve living and sanitary conditions; (ii) create short-term employment; (iii) increase accessibility and the potential for economic activity; (iv) promote a reduction in crime and violence by addressing key socio-economic drivers of violence and gang membership (poverty and unemployment).

Specifically, the proposed subproject would rehabilitate and improve Lane 23, a currently impassable main access road which connects the center of Martissant with the Route Nationale No. 2 highway, as well as rehabilitating and strengthening the associated drainage systems. Restoring the road will prevent any health hazards for the residents of the area, associated with the erosion of the road and the collected water as a result. The project would also re-open the area for transport and would generate temporary employment, and provide income in one of the poorest urban areas of the country, where unemployment is prevalent. In addition, the project will reinforce security, as the PNH (Haitian National Police) and MINUSTAH would be able to resume vehicle patrols in the area.
Grant Activities:

The project includes the following components and activities:

Component A: Road rehabilitation

This component includes the following activities:

(1) Environmental and social assessment (consultant)
(2) Engineering survey (completed by MINUSTAH and validated by MTPTC)
(3) Removal of about 300 meters of the road surface
(4) Cleaning the drainage system in place (300 meters of pipes and a settling tank)
(5) Construction of a new settling tank
(6) Installation of about 500 linear meters of new concrete pipes
(7) Construction of manholes
(8) Rehabilitation of road foundations for 300 meters
(9) Resurfacing of road with asphalt on 280 meters
(10) Resurfacing of road with concrete for 300 meters
(11) Construction of new sidewalks and new gutters on both sides of the road, on the section leading from Route Nationale No. 2 to the settling tank (a total of about 750 meters of sidewalks and gutters).


Component 2: Upstream and downstream works on the drainage system

This sub-component includes the following activities:

(1) Clearing downstream channels: cleaning existing drainage system and the canal, enlarging and renewing culvert pipes, rehabilitating the current sandbox and construction of a new one, rehabilitation of the overpass, and the upstream ravine.

(2) Reinforcement of watershed and upstream gullies.


Component 3: Maintenance activities and administration

Funds for road maintenance activities would be allocated by the UNOPS directly to a community organization who would be responsible for the maintenance of the rehabilitated road segment and associated drainage system. The implementation of this component will take into account the experience of the Road Maintenance Fund (FER) which successfully piloted similar routine maintenance activities on selected inter-urban roads.

Based on this experience, routine maintenance activities will be implemented as follows:

(1) A participatory process organized by UNOPS will be initiated so that urban communities identify the community organization responsible for the routine maintenance. It is expected that a team of 3 well trained workers would be sufficient to ensure the maintenance of the proposed 600 m of roads;

(2) Selected workers would receive an initial training program, organized by UNOPS in coordination with FER and MTPTP;

(3) A 1 year results-based contract would be signed with the community organization in charge of maintaining the road. The technical specifications of this contract will be coordinated with FER and MTPTC;

(4) An external supervisor would be contracted by UNOPS to provide technical assistance to the contracted organization and assess the quality of the works;

(5) Disbursements of the maintenance contracts would be based on performance (good road conditions), as assessed by the supervisor.


Component 4: Independent Grant Evaluation

The Evaluation will be completed by an independent consultant after the completion of the roads and drainage system rehabilitation works.
