Grant Purpose:

Within the new peace process, the grant would allow the Government of Côte d’Ivoire to continue and complete critical elements towards the finalization of the Poverty Reduction Strategy (PRS):

(a) analyze surveys and prepare methodologies on living conditions of households in Côte d’Ivoire;
(b) collect information on the standard of living of the population to update the poverty profile;
(c) strengthen the capacities of actors and beneficiaries of the PRS process;
(d) establish monitoring and evaluation mechanisms for the PRS process and implementation.
Grant Activities:

Component 1: Support to the Analytical Phase of the Poverty Reduction Strategy (PRS)

This component will help organize:

(1) field trips to identify and prepare key stakeholders to ensure sufficient sensibilization and awareness of the PRS process;
(2) workshops for the elaboration of diagnostics and to formulate strategies for community evaluation;
(3) validation workshops.

The component will consist of the following activities:
(i) adaptation of existing materials and manuals (e.g. a household survey questionnaire) and preparation of guidelines to take the post-conflict context into account;
(ii) holding workshops and training for the various actors and beneficiaries of the PRSP process. It is expected that this would strengthen the statistical capacity of the INS and the PRSP Supervisory Committee for in-depth analysis of future living standards measurements study. Bank staff evaluation of the process thus far suggests that whilst statistical and research capacity in Abidjan remains high further technical assistance is required on the analytical side to be able to deal with the household data and provide robust analysis of poverty trends.


Component 2: Survey on Standards of Living

This component will fund:

(1) collection of information related to the new household survey on the standard of living of the population and
(2) updating the profile and populations’ perception of poverty, including the analysis of poverty through nine major themes, all through technical advisory services, purchase of computer and software equipment, training and workshops.

The component will be carried out through:

(i) completion of a nationwide new survey on standards of living, which will provide a new basis for further poverty analysis in the post-conflict context;
(ii) holding of workshops and training.


Component 3: Strengthening the Capacities of Actors and Beneficiaries of the PRS Process

The purpose of this component is to assist the Government in building capacity among the representatives of civil society, the private sector and the administration, including:

(1) strengthening institutional capacity and techniques;
(2) strengthening participatory processes in policy development;
(3) reviewing the regulatory framework of non-government organizations, all through technical advisory services, purchase of computer equipment, organization of training seminars and workshops.

This component will consist of the following:

(i) a review of the existing regulatory framework of NGOs, and
(ii) organization of workshops and training to upgrade and strengthen capacities of actors and beneficiaries of the PRSP and get them more involved in the process.

It is anticipated that by way of training, this activity will enable long term capacity inside and outside government to better analyze poverty and economic data.


Component 4: Drafting and adoption of the full PSRP document

The purpose of this component is to help carry out:

(1) workshops for the validation of the Poverty Reduction Strategy (PRS) draft document, and validation of the strategic pillars; and
(2) elaboration of a communication strategy for the PRSP.

This will consist of two set of actions:

(i) sharing of monitoring and evaluation best practices through south-south study tours and
(ii) completion of a handbook for Monitoring & Evaluation for the implementation of the poverty reduction strategy.


Component 5: Monitoring and Evaluation of the PRS Process

The purpose of this component is to establish monitoring and evaluation mechanisms of the PRS process including:

(i) sharing of successful monitoring and evaluation experiences and
(ii) developing a monitoring and evaluation framework of the PRS process; including developing indicators, preparing a procedural manual; auditing of project accounts, all through technical and advisory services, study tours, acquisition of computer and software equipment.
