Grant Purpose:

The objectives of the project are:
1) To contribute to a sustainable resettlement program for Internally Displaced Persons (IDPs) in Georgia that ensures their social and economic integration;
2) To strengthen the capacity of the Ministry of Refugees and Accommodations for the implementation of the IDP resettlement program.
Grant Activities:

Component 1: Community Investment Fund

Sub-component 1.1: Community Facilities

This sub-component will provide funds for the rehabilitation of 15 communal facilities in IDP settlements; either in New Settlements for ‘new’ IDPS or recently converted Collective Centers for ‘old’ IDPs. The community facilities will provide IDP communities with space and provision for social interaction, recreation, communication facilities such as computers and internet access. The facilities will have potential as a venue for social and club events, trainings, meetings and other activities that serve a communal purpose. Once the community facilities are ready for use, the project will fund an initial round of training activities to take place in the centers and open for participation by IDPs.


Sub-component 1.2: Community Micro-projects to contribute to IDPs social and economic integration

Funds will be available for 25 community based micro-projects of a maximum cost of $50,000 each. The target for the grants will be 15 New Settlements for ‘new’ IDPs and 10 newly converted Collective Centers for ‘old’ IDPs. Under the component, a community services implementing firms or consultants (as appropriate) will be hired to facilitate community involvement activities in IDP communities including a participatory process in which IDP communities themselves identify their economic and social resettlement needs and prioritize those for investment. The facilitators will support IDP communities to form a micro-project management group with the purpose of close involvement in, supervision and evaluation of the micro-project cycle. Local Government representatives will also be invited to join the management committee. Proposals which meet a required standard of feasibility and which are considered likely to have demonstrable and widespread impact for IDPs and are likely to achieve sustainable maintenance and operation, will be submitted to the Selection Committee. The Selection Committee will make final approval of the 25 proposals to receive funding.


Component 2: Strengthening the Capacity of MRA for the IDP Resettlement Program

This component will particularly focus on enhancing the interface between the MRA and IDPs, including increasing the flow of information from the Ministry to the IDPs involved in the resettlement program about decisions that are being made on their behalf, and providing more opportunities for IDPs to have access to MRA staff at the local level who have the capacity and resources to respond to their queries and concerns. The planned activities will build upon the Social Assessment being currently conducted under the Regional and Municipal Infrastructure Development Project (RMID) Emergency Housing Component. The Social Assessment aims to identify key information strategies and messages with the intent of improved communication by the MRA to IDPs, the component will fund communication and information sharing activities, including the publication or broadcast of appropriate messages. There will be a process of capacity building for MRA staff in regional offices; technical advice will be sought to identify key weakness and areas for improvement in how MRA regional staff are able to respond to IDPs when they seek assistance and advice.


Component 3: Operational Costs

The operational costs of the project will include the consultant staff costs for a management unit established in the MRA. The component will fund an independent evaluation of the project, involving a consultant or firm conducting the regular and the final end-of-project participatory impact assessment of the implemented activities. An independent financial audit will be undertaken on an annual basis with a focus on procurement, financial management, compliance with the Operational Manual and governance and transparency.
