Grant Purpose:

To help create a secure environment conducive to reconciliation between government and rural communities through promoting dialogue and cooperation between groups previously in conflict, addressing immediate rehabilitation needs, and establishment of a rural development structure as part of a reconciliation program.

More specifically, the project supported the second phase of the Cambodia Rehabilitation and Regeneration Project (CARERE) known as the SEILA Program, designed to support an experiment in decentralized planning, financing, and management of rural development. Activities under SEILA included the development of structures and systems for provincial and commune level planning, the channeling of investment funds to province and local level to support these plans, and the development of program management systems at province level, to oversee the planning and funding of local development through the local planning process.
Grant Activities:

The grant focused on three provinces in northwest Cambodia: Banteay Meanchey, Battambang, and Siem Reap, isolated from the rest of Cambodia and receiving limited support for infrastructure development and basic services. It included several components:

(1) Organization of Commune and Village Development Committees;
(2) Implementation of the Local Planning Process;
(3) Establishment of district and commune offices;
(4) Provision of materials to Buddhist Wats;
(5) Training in conflict resolution skills;
(6) Technical support for the development of non-formal adult education materials;
(7) Support to research and learning activities, with a focus on comparing the
different environments for reconciliation in the three provinces, to determine the factors most conducive to the achievement of the program's objective of promoting reconciliation between government and rural communities.
