Grant Purpose:

The grant aims to contribute to restoring safety of the Central African Republic’s hydropower plants and strengthen the security of electricity supply to the capital Bangui. The grant would cover emergency needs for: (1) the rehabilitation of hydropower facilities with emphasis on dam safety; (2) rehabilitation of distribution network; and (3) technical assistance to improve the corporate governance and the operational performance of the power sector.

Ultimately, the main beneficiaries from a safer and more reliable power supply are the urban consumers of electricity, which include government institutions, NGOs and businesses, which currently suffer from widespread power shortages, and the urban population more generally through more reliable public lighting, security and economic recovery.
Grant Activities:

Component 1: Rehabilitation of hydropower facilities with emphasis on dam safety

The component includies:
(i) technical assistance to develop a Dam Safety Plan and an Emergency Preparedness Plan (EPP) with emphasis on public awareness and training
(ii) civil works to reinforce dam safety through maintenance and equipment purchase (see Annex 2 for details)


Component 2: Rehabilitation of distribution network through equipment of transformers and replacement of dilapidated low-voltage lines


Component 3: Technical assistance to improve the corporate governance and the operational performance of the power sector

This component would allow the government to hire a consultant to help implement the power utility governance and performance reforms recommended by the Bank. This work would prepare the sector for further reform if and when funding from PPIAF is made available to undertake a major study on power sector reform and private sector participation.
