Grant Purpose:

The overall objective of the research program is to promote a better understanding of fragility and conflict dynamics within the Nahr el-Bared Camp Palestinian Refugee Camp (NBC) and to formulate appropriate policy recommendations and measures that would contribute to peace building and conflict prevention in the NBC and surrounding areas. This, in turn, will contribute to improved living conditions and will promote gender equity in economic opportunities. This is important given that women were the hardest affected from the displacement and destruction that followed the NBC conflict.

The proposal seeks funding for the second phase of an existing research program. The first phase of the research program entitled “Policy Recommendations for the Recovery and Reconstruction of the Nahr el-Bared Palestinian Refugee Camp and Conflict-Affected Areas of North Lebanon” was conducted in 2008 and has identified insecurity and informality as root causes to be addressed by targeted central and local government interventions.

Phase II of this research will validate and build on Phase I policy recommendations through, targeted qualitative field surveys in Nahr el-Bared, other Palestine refugee camps, and spill-over areas in Lebanon; data analysis and mapping; key informant interviews; consultation with civil society representatives, technical and academic experts.
Grant Activities:

The second phase of the research will build on Phase I and include:

(i) targeted qualitative field surveys in NBC, other Palestine refugee camps, and spill-over areas in Lebanon;
(ii) data analysis and mapping;
(iii) key informant interviews;
(iv) focus groups;
(v) simulation workshop;
(vi) consultations with civil society representatives, technical and academic experts;
(vii) design and publication of final policy recommendations and follow-up actions for the Government of Lebanon.

Also, given that the research work will be conducted in an inclusive and participatory manner, regular consultation meetings will be held throughout the research process in order to seek comments and feedback. This will be implemented through meetings, workshops, etc. briefings and de-briefing sessions in order to ensure wider dissemination of the Phase II research findings among key decision makers within the Government of Lebanon in order to secure the “buy-in” needed for implementation later on.
