Monitoring performance
Despite the fact that monitoring is a good management tool, it is underutilized in SSN programs in developing countries, although less so in CCT programs.
This session will review a number of principles and tools in designing and using performance monitoring systems, and illustrate these with two successful country case studies. The second part of the session will discuss how new programs, especially programs in low-income settings can build up monitoring systems which are close to the good practice.
Questions for discussion
- How to bridge the gap between existing Monitoring practices and the good-practice illustrated by the two examples? In middle-income countries and in low-income countries?
- There is an “opportunity gap” in the way monitoring is used in CCT programs? Are CCT programs doing what some SSN programs in OECD countries are doing (Performance-based monitoring; Quality Control Reviews)?
- For new programs, discuss how they developed the monitoring system, or what are their plans
- For existing programs, discuss what is most important factor(s) in developing a good monitoring system
