Scaling Up Poverty Reduction
Case Studies and Global Learning Process

This web site captures highlights from the Shanghai Conference on Scaling Up Poverty Reduction and Global Learning Process which brought together between November 2003 and May 2004 key development actors from around the world to share their experiences with poverty reduction initiatives. More than one hundred case studies of poverty reduction were developed for the initiative. Almost all of them are available in full and in a summary version from this site.

The Conference was preceded by a nine-month preparatory learning process during which development experts and policymakers exchanged their views on the case studies through Global Dialogue videoconferences, online discussions, and Field Visits to selected case study sites. During the conference itself, thematic sessions analyzing sector-specific cases were presented, while plenary sessions reviewed country cases and broader development topics.

Documentaries about the field visit case studies were prepared for broadcast to TV audiences around the world; and short video cases were produced for use as learning materials during and after the conference. The resources section of the site provides direct access to these video materials.

Post-conference outputs include the forward-looking Shanghai Agenda on Poverty Reduction, which points to the need for renewed commitment to adapt and implement successful solutions as well as the need for increased resources. The Lessons Learned from the Shanghai process and conference confirm that development is complex; that success or failure depends mainly on the government and institutions; but that countries and communities can also exchange and adapt successful approaches to poverty reduction. Finally, one year after the Conference, a book was published with the findings from the Shanghai Global Learning Initiative.
